Jammu: The Jammu and Kashmir Government has accorded administrative approval for the project titled “Permanent Restoration of Damaged Approach of 4th Tawi Bridge”, which was severely affected due to the August 2025 floods, at an estimated cost of ₹1975.16 lakh.The approval has been granted under the Capex Budget – Construction of Roads (MH-5054 & SH-3342), in accordance with the relevant government orders and official communications, including those issued by the Chief Engineer, PW (R&B) Department Zone Jammu, the Engineer-in-Chief, and the Planning Wing of the PWD.
As per Government Order No. ___-PW(R&B) of 2026 dated 06.01.2026, the project aims to ensure permanent restoration, strengthening, and flood resilience of the damaged approach of the 4th Tawi Bridge, which is a vital infrastructure link.The Administrative Approval is subject to strict compliance with codal and procedural formalities as prescribed under GFR 2017, the Manual for Procurement of Works, PWD Engineering Manual 2020, MoRTH specifications, CPWD norms, and the J&K Bridge Manual. The approval shall not be construed as rate approval, and all conditions laid down in the technically vetted estimates by the Engineer-in-Chief shall be adhered to meticulously.
It has been stipulated that the project design must conform to the latest Indian Standards (I.S. Codes) and shall be authenticated and proof-checked by competent authorities such as IIT/NIT/DIQC prior to execution. Items not covered under JK SSR shall be executed based on duly approved analysis of rates, and lump-sum provisions shall remain provisional until detailed estimates are finalized and sanctioned.The project shall be executed strictly through e-tendering, with no fragmentation of works, ensuring transparency and accountability. Necessary NOCs from regulatory authorities and compliance with environmental norms are mandatory before commencement of works. The concerned Executive Engineer shall maintain pre- and post-execution photographic and video evidence of the project.
It is further ordered that the Committee constituted vide Government Order No. 373-PW(R&B) of 2025 dated 15.12.2025 shall supervise all works related to strengthening and flood resilience of the 4th Tawi Bridge near Bhagwati Nagar, ensuring quality execution and timely completion.This approval marks a significant step towards restoring critical infrastructure, enhancing flood resilience, and safeguarding connectivity in the region.
