Srinagar, July 22: Chief Secretary Atal Dulloo on Wednesday chaired a high-level meeting to review the implementation strategy for the Bharat Audyogik Vikas Yojana (BHAVYA), a flagship Government of India initiative aimed at establishing next-generation Plug-and-Play Industrial Parks across the country and positioning Jammu & Kashmir as a preferred investment destination.

The meeting was attended by Additional Chief Secretary, Power Development Department (PDD), Additional Chief Secretary, Finance, Commissioner Secretary, Industries and Commerce Department, Managing Director SIDCO, and other senior officers from the concerned departments.

During the meeting, the Chief Secretary reviewed in detail the Detailed Project Reports (DPRs) prepared for the proposed Plug-and-Play Industrial Parks at Pekhari in Samba and Nowgam in Srinagar. Stressing the importance of meticulous planning and technical excellence, Dulloo directed that the DPRs be comprehensively vetted by the Power Development Department and the Public Works (R&B) Department to ensure engineering soundness, technical feasibility and compliance with prescribed standards before being submitted to the Government of India under the BHAVYA Scheme.

He also reviewed the status of land identified for the proposed industrial parks and sought details regarding the process of land transfer and vesting in favour of the implementing agency. The Chief Secretary instructed the concerned departments to expedite all legal and administrative formalities to ensure the projects move forward without unnecessary delays.

Reviewing the proposed institutional framework, Dulloo discussed the establishment of Special Purpose Vehicles (SPVs) for project implementation, execution and long-term management of the industrial parks. He emphasised the need for a robust administrative mechanism to ensure timely execution, effective monitoring and successful completion of the projects in accordance with the operational guidelines of the BHAVYA Scheme.

Calling for close coordination among all stakeholder departments, the Chief Secretary directed officials to obtain all statutory clearances and technical approvals well in time so that Jammu & Kashmir can submit comprehensive and technically sound proposals capable of securing approval and financial assistance from the Government of India.

Earlier, Commissioner Secretary, Industries and Commerce, Vikramjit Singh, briefed the meeting on the objectives of the BHAVYA Scheme, a Central Sector Scheme of the Ministry of Commerce and Industry, Government of India, which envisages the development of 100 state-of-the-art Plug-and-Play Industrial Parks across the country during 2026-27 to 2031-32, with the first phase covering 50 industrial parks.

He informed that Jammu & Kashmir is on track to submit two proposals—one each for the Jammu and Kashmir divisions—before the July 31 deadline to ensure their consideration by the Ministry. The scheme provides central financial assistance of up to ₹1 crore per acre for eligible projects, subject to prescribed norms and approvals.

Managing Director, SIDCO, Mohammad Shahid Saleem, gave a detailed presentation on the DPRs for the two proposed industrial parks. He said the projects have been designed to create fully integrated industrial ecosystems equipped with modern infrastructure, digital governance systems, reliable utilities, logistics support, worker amenities and environmentally sustainable facilities, significantly improving the ease of doing business and reducing the time required for investors to establish industrial units.

The meeting was informed that the Pekhari Industrial Park in Samba will be developed over 83.97 acres at an estimated cost of ₹211.64 crore, while the Nowgam Industrial Park in Srinagar will cover 50 acres with an estimated investment of ₹104.02 crore.

Officials said the Samba project is planned to cater to MSMEs, light engineering, packaging and printing industries, warehousing, logistics and IT-enabled services, while the Nowgam project will focus on the horticulture value chain, food processing, light manufacturing, logistics, warehousing and digital services, leveraging the distinct economic strengths of the Jammu and Kashmir regions.

The presentation highlighted that unlike conventional industrial estates, the proposed BHAVYA parks will feature complete Plug-and-Play infrastructure, including developed industrial plots, internal road networks, power distribution systems, water supply, Common Effluent Treatment Plants (CETPs), digital connectivity, warehouses, Built-to-Suit (BTS) factory sheds, common facility centres, testing laboratories, IT towers, worker housing, healthcare and daycare facilities, skill development centres, green infrastructure and climate-resilient utilities.

The meeting also discussed the proposed funding pattern, EPC-based execution model, quality monitoring mechanisms and long-term operation and maintenance framework for the industrial parks. Officials informed that after approval by the UT-level Committee, the DPRs will be forwarded to the National Level Steering Committee for appraisal and sanction under the BHAVYA Scheme.(KNC)
